On February  25^th, 2016, a casualty  accident was happened in Datang Changshan Thermal Power Plant. Three persons  entered into hot wind channel of coal mill. Due to the inadequate safe measures,  the air-operated gate was open and the three persons working in the hot wind  channel were scalded to death.

      Accepted the Accidents Express of  Datang Production Department, our department immediately send the 2.25 Accident  Express, the Anti-Accident Requirements Notice of Safe and Quality Management  Department and the related requirements on March 3^rd O&M Safety  Weekly to managers and specialist engineers. According to the principle of “one  accident deserves thousands to learn”, we organized the whole staff to learn  2.25 accident notifications on March 5^th. On March 7^th, we  organized the specialist engineers, team head and main position staff to learn  the notifications and enacted the anti-accident measures. We should learn a  lesson from the 2.25 accident.

      Through discussion, we  acknowledged that the main reason for the painful 2.25 accident is the defective  safe measures. When we conduct the maintenance for a machine, or enter into a  limited space to work, we must ensure that 1, there is reliable power cut and  devices to stop the equipment working; 2, definitely cut off the channels of  steam, water, wind, oil and other harmful air, enact prevention measures to  avoid valve unsealing; 3, ensure the oxygen concentration in working and enact  the emergency measures for oxygen deficit.

      We enact the Puzhou Boqi High  Risk Working Management Measures, which specified 10 items work belonging to  high risk and put forward 4 management measures. The Measures has been accepted  by project managers and will be issued on March 7^th,  2016.
